Developers update - housing supply and affordability

Developers and others involved in residential development will be keen to learn of the recent Government report published on 29 September 2006 responding to the recommendations of the ODPM Select Committee following its inquiry into housing supply and affordability.


Some of the key issues addressed in the report include:

  • prioritising the national target of 60% of new housing development being on brownfield sites
  • delivery of a better balance between housing demand and supply to create sustainable, inclusive, mixed communities. The proposed PPS 3 will set out how regions and local planning authorities should achieve these objectives.
  • ownership of second homes should not be discouraged and it is acknowledged that in some rural areas, second-home owners bring considerable benefits to the local communities. 
  • increase in the stock of social rented homes.    
  • rejection of the recommendation to consider additional planning powers to stop housing stock being built that is aimed at the buy-to-let investment market   
  • support of equity release schemes coupled with appropriate consumer protection
