Yes, a mortgage offer is not legally binding and a lender can withdraw an offer at any time.
There are a number of reasons why a lender might withdraw a mortgage offer, for example, if the offer expires (offers are usually valid for 3-6 months), if your circumstances change, for example you lose your job, credit issues or problems that come to light relating to the property you are buying.
If your mortgage offer is withdrawn, the first thing to do is to contact your lender to find out why and discuss with them how the matter can be resolved.
