If an employee doesn’t want to transfer under TUPE, do they have to stay with the outgoing employer? Employment Law for Employers

If staff genuinely object to the TUPE transfer, they are technically resigning.

There is no obligation on the outgoing employer to keep those staff after the transfer. They can offer them alternative roles if they wish, but there is no obligation to maintain employment terms.
