One of life’s biggest milestones is undoubtedly saving for a house. However, one of the most common roadblocks to getting on the property ladder is saving up for a deposit, and, with house prices only continuing to rise, saving for a deposit has become even harder in some cities.
This blog will discuss the least and most affordable cities to save up for a deposit, especially for Gen-Z buyers, as well as giving some advice from our conveyancing solicitors on how to help potential buyers prepare financially and legally for their first step onto the property ladder.
The Housing Market in 2025
Since 1997, average house prices in England have risen by 173%, while wage growth has fallen behind. The ONS reports that in 2023, only 7% of local authorities had homes costing less than five times the average salary, down from 88% in 1997.
A separate study found that Gen Z are likely to face mortgage repayments twice as high as those of millennials, and The Times recently reported only 1 in 10 under-44s can now afford to buy a home.

The Top 10 Least Affordable Cities to Save for a Home

The figures reveal that in places like Cambridge and London, Gen Z buyers may be unable to afford a deposit until well into their 30s, with it taking on average 17-18 years to save for a house deposit in these areas. Other cities where it may take 10+ years on average to save for a house include popular cities such as Bristol, Edinburgh and Brighton.
In all of the top 10 least affordable cities to save for a home, it takes longer than a decade on average to do so, and this doesn’t include conveyancing costs and overheads.

In contrast, cities in the North East and North West offer some of the shortest saving times, with young buyers in Blackpool needing under five years, and Liverpool and Nottingham both taking less than 7 years to save for a home.
The study by Beswicks Legal highlights a deepening North-South divide in housing affordability, with the majority of the most affordable cities to save for a deposit being in the North of England and Scotland.

Make the most of government support
Our recommendation for young buyers and first-time buyers is to explore the Lifetime ISA, which offers a 25% government bonus on savings up to £4,000 a year, and Stamp Duty relief for properties up to £625,000. Schemes like the Mortgage Guarantee also allow first-time buyers to access mortgages with just a 5% deposit.
Explore flexible buying routes
Shared ownership and income booster mortgages can open up options that feel out of reach otherwise, especially for buyers with limited savings or single incomes.
Start preparing early
A good credit score can make a big difference. Build your credit history now, and don’t wait to speak to a solicitor or mortgage broker. Early advice helps you set realistic goals and avoid costly mistakes.
Factor in hidden costs
Beyond the deposit, first-time buyers need to budget for legal fees, surveys, mortgage setup costs, and Stamp Duty (if applicable). These additional expenses can delay buying by up to a year if they’re not planned for.
